NHRC orders probe into rape in Asha Kiran Home

New Delhi: The National Human Rights Commission (NHRC) has ordered DG(I), Department of Social Welfare, Delhi Government, probe into the alleged rape of a 19-year old mentally retarded woman detained in Asha Kiran Home in Rohini, Delhi.

The NHRC allowed the plea of Human Rights activist, Mr RH Bansal, who in a complaint had demanded a high level enquiry by a team of the Commission, and FIR against the guilty persons in this matter.

The NHRC had expressed concern over the rape of detenues in the shelter home and ordered submission of a detailed report along with its recommendations to the Commission within four weeks.

“It is expected that investigations in this matter shall be processed in a discrete manner to avoid any further possibility of fabrication of documents etc by the concerned public servants,” the proceeding of commission said.

Mr Bansal said in his complaint: “A 19-year mentally retarded woman detained in Asha Kiran Home was raped during her detention in the home and she became pregnant.”

“Thereafter, she was taken to Baba Saheb Ambedkar Hospital, Rohini, and her pregnancy was aborted. After this incident, the enquiry report case file in this matter has been misplaced deliberately,” he added.

Mr Bansal has expressed the apprehension that other women detenues may also be victims of rape in the home.
