AMU, BHU docs on strike again, demand 7th CPC benefits

Over 400 resident doctors of Jawahar Lal Nehru Medical College (JLNMC) of Aligarh Muslim University and 500 resident doctors of Benares Hindu University have gone on strike for not getting the benefits of the 7th Central Pay Commission.

The doctors of both institutes have stopped providing routine services in OPD and wards. This is the second time within two months when doctors of JLNMC have resorted to strike due to non-implementation of pay commission recommendations.

They have said that getting 7th CPC benefits is their right being denied to them in spite of their struggle for more than a year.

The doctors of BHU have gone on strike for two consecutive days. They said that they will turn their two-day strike into an indefinite strike if their demands are not fulfilled. The doctors of University College of Medical Sciences (UCMS), which is associated with Delhi’s Guru Teg Bahadur Hospital, have supported the strike but not gone on strike themselves.

UCMS, AMU and BHU are governed by University Grants Commission (UGC) which comes under the union Human Resource Development Ministry (HRDM). The doctors have said that Union Health Ministry has issued order for implementing 7th CPC to HRDM. A copy of this order has also been sent to HRDM but that order has not been implemented due to administrative delays in UCMS, AMU and BHU.

In June 2019, resident doctors of JLNC went on five-day mass leave against non-implementation of 7th CPC. It may be noted that the issue related to implementation of 7th CPC is stuck between Union Health Ministry and MHRD as AMU, UCMS and BHU come under MHRD.

Doctors working in medical colleges associated with Union Health Ministry are getting benefits of 7th CPC but doctors associated with AMU, UCMS and BHU are yet to get pay in accordance with 7th CPC.

Dr Abdulla Azmi, President-RDA, JLNMC, told DTMT: “Order related to implementing 7th CPC has not been sent by HRDM to UGC which is the main cause of non-implementation of the pay commission recommendations. Unless UGC sends this letter to AMU, BHU and UCMS, implementation of 7th CPC is not possible. Due to this delay, we have gone on strike again."
