WHO's Commitment to Addressing Sexual Misconduct: Upholding Integrity and Protecting Rights
Sexual misconduct, which includes exploitation, abuse, harassment, and violence, committed by our staff, is a violation of the basic rights and welfare of both the individuals we serve and our own workforce. These unacceptable actions go against the values promoted by the World Health Organization (WHO) and our firm promise of doing no harm.
Sexual exploitation and abuse (SEA) of the populations we serve, as well as sexual harassment (SH) within our own workforce, are rooted in similar power differentials, inequities, and risks, we acknowledge the imperative for unified prevention and response strategies. Under the umbrella term of sexual misconduct, it is clarified that such acts are strictly prohibited among WHO personnel and will result in disciplinary measures.
UN Health Agency maintains a zero-tolerance stance towards all forms of sexual misconduct, emphasizing proactive measures to prevent such occurrences and swift action against perpetrators. Additionally, any form of retaliation against individuals who raise complaints or provide witness testimony is unequivocally condemned.
In response to distressing reports of SEA during the 10th Ebola outbreak in the Democratic Republic of the Congo, WHO launched a comprehensive set of prevention and response actions in 2021. These efforts, outlined in the Management Response Plan, concluded in December 2023. To institutionalize and build upon this progress, WHO's future endeavors are guided by a three-year strategy dedicated to preventing and addressing sexual misconduct.
Through these ongoing initiatives, WHO reaffirms its commitment to prioritizing the rights and needs of victims and survivors while striving to create a safe and respectful environment for all individuals involved in our mission.
