IPU and WHO Renew Commitment to Enhance Global Health Through Parliamentarians

Today, the Inter-Parliamentary Union (IPU) and the World Health Organization (WHO) solidified their partnership with the signing of a new five-year Memorandum of Understanding. This agreement reaffirms the pivotal role of parliamentarians in promoting good health to cultivate stable and equitable societies.


The memorandum, inked by Mr. Martin Chungong, IPU Secretary General, and Dr. Tedros Adhanom Ghebreyesus, WHO Director-General, at the 148th IPU Assembly in Geneva, underscores the joint commitment to advancing health and well-being worldwide. Building upon a historic collaboration initiated in 2018, both organizations pledge to leverage their scientific and political mandates to address persistent and emerging health challenges.

Emphasizing key areas of cooperation aligned with global health priorities, the memorandum focuses on universal health coverage, global health security, health promotion, and reducing health inequities, particularly concerning sexual and reproductive health and rights.

In addition to these critical areas, the memorandum introduces new cross-cutting initiatives, including responding to climate change, supporting government-led negotiations for a new pandemic agreement, and promoting sustainable financing for health. Notably, this collaboration extends to WHO's inaugural Investment Round, aimed at rectifying imbalances in funding and enhancing flexibility and predictability in financing.

As WHO Member States engage in negotiations for an international pandemic prevention and response agreement, parliamentary support emerges as a vital component. Dr. Tedros emphasizes the essential role of parliamentarians in setting policies, allocating resources, and ensuring accountability to advance public health objectives. He stresses the importance of political leadership in safeguarding communities and countries against health threats.

Echoing Dr. Tedros's sentiments, Mr. Martin Chungong underscores the proactive role of parliaments in preparing for future pandemics. He highlights the necessity of collaboration between IPU and WHO to raise awareness among parliamentarians, provide access to technical expertise, and support national health priorities through legislation and resources.

Over the years, the collaboration between IPU and WHO has yielded significant milestones, including a landmark IPU resolution on achieving universal health coverage in 2019 and the development of practical resources for parliamentarians. Through joint events and initiatives, this partnership continues to foster dialogue and cooperation between health experts and parliamentarians worldwide.

Founded in 1889, the IPU stands as the global organization of national parliaments, promoting peace, democracy, and sustainable development. With 180 national Member Parliaments and 15 regional parliamentary bodies, the IPU strives to strengthen parliamentary institutions and defend the rights of parliamentarians worldwide.
