For the first time in history, a single individual is responsible for simultaneously overseeing both of these crucial national health agencies. 

The National Institutes of Health (NIH), headquartered in Bethesda, Maryland, is the world's largest financier of biomedical research, with a portfolio worth $50 billion dedicated to long-term scientific discovery and laboratory research. On the other hand, the CDC, situated in Atlanta, Georgia, plays a crucial role in the nation's disease surveillance, outbreak response, and routine public health recommendations. According to agency experts, these tasks necessitate unique leadership abilities, daily operational concentration, and extensive involvement with diverse stakeholder populations.

Bhattacharya's dual appointment comes on the heels of Jim O'Neill's exit as acting CDC director following the unexpected dismissal of Senate-confirmed CDC Director Susan Monarez last year. O'Neill is expected to be nominated as director of the National Science Foundation as part of a larger leadership shuffle at the US Department of Health and Human Services (HHS)

Public health experts are sceptical of his ability to negotiate the CDC's complicated operational obligations while upholding the NIH's research commitments

Bhattacharya will assume this interim dual role until the Senate confirms a nominee for the permanent CDC director position. Meanwhile, the leadership change has renewed debate about the "hollowing out" of agency-specific expertise at two of the country's most critical health institutions.
