NHRC Takes Action Following Tragic Deaths at Mumbai Sewage Treatment Plant

The National Human Rights Commission (NHRC) of India has taken action following a distressing incident reported by the media. It was brought to light that four individuals, all approximately 20 years old, tragically lost their lives due to suffocation caused by inhaling toxic gases while engaged in cleaning activities at a private sewage treatment plant in a residential area of Virar, Mumbai, Maharashtra.

Preliminary investigations have indicated that these workers, hailing from the Vasai locality, entered the sewage facility without proper safety gear, exacerbating the hazardous nature of their task. The NHRC has expressed grave concern over these findings, stating that if confirmed, such circumstances would constitute a serious violation of human rights.

Attributing the negligence to the contracting party, the NHRC has underscored the blatant disregard for safety protocols, which not only contravenes legal mandates and established norms but also disregards the NHRC's advisory on the matter. Furthermore, the NHRC has stressed the obligation of state authorities to educate the public about the risks associated with hazardous cleaning procedures conducted without adequate safety measures.

In response to these distressing revelations, the NHRC has issued directives to the Chief Secretary and the Director General of Police of Maharashtra, calling for a comprehensive report on the incident. This report is expected to detail the actions taken against those responsible, as well as the status of any compensation provided to the families of the deceased. Additionally, the NHRC seeks clarification on whether the authorities have adhered to guidelines laid out by the Supreme Court and the NHRC itself. A timely response is anticipated within the next four weeks.

According to media reports dated April 10, 2024, all four victims were in their twenties. They were rushed to a hospital but were declared brought dead upon arrival. Furthermore, two additional workers, who ventured near the plant in search of their colleagues, also experienced discomfort and required medical attention.
